The main functions of the Directorate of Human Resource and Administration include to effectively and efficiently provide logistical support to Directorates, manage the utilization of resources, develop and maintain an up to date human resources database in order to facilitate effective operations of the Office of the Auditor-General. The Directorate will be headed by a Directorate GSS/1 and comprise the following sections:-
- Human Resource Management and Development;
- Administration
- Finance;
- Internal Audit; and
- Public Relations.
Human Resources Management and Development Section The Human Resources Management Section will be responsible forthe management and development of human resources in the Office of the Auditor-General. The section will be head by a Chief Human Resources Management Officer GSS/5 and will be sub¬divided into two units namely Human Resources Management and Human Resources Development Units.
(i) Human Resources Management Unit will be responsible for:-
- Recruitment;
- Appointment and orientation of staff;
- Promotions under an appointments and promotions Committee;
- Staff Discipline; and
- General staff welfare and interpretation of conditions of service.
The Senior Human Resources and Management Officer will head the unit and will be assisted by a Human Resource Management Officer.
(ii) Human Resources Development Unit will be responsible for:- Identifying and coordinating development and training programmes for all staff as well as identifying training needs and opportunities forthe Office of the Auditor-General staff. The Unit shall also interpret and monitor the implementation of government policy on training.
A Senior Human Resource Development Officer shall head the Unit.
The Administration Section The section's main responsibilities will include day-to-day general administration, registry and secretarial services, transport and maintenance, office accommodation and office superintendence, protocol and security. The Administrative Officer will head the Section and report to the Director Human Resources and Administration.
- Secretarial Services Unit
The Secretarial Services Unit will be responsible for rendering secretarial services in the Office of trie Auditor-General and will consist of a Senior Personal Secretary to service the Auditor-General and two Personal Secretaries to service the offices of the two Deputy Auditor-Generals. In addition there will be a total of sixteen Stenographers and sixteen Typists to be based at Headquarters and the Provincial Audit Offices. Out of these, nine Stenographers and nine Typists will be based at Provincial level.
- Records Management Unit
The Records Management Unit will be responsible for the establishment and maintenance of a centralized registry system in the Office of the Auditor-General. The Unit will consist of four (4) sub-units for the custody of confidential and secret documents, a registry for audit reference sheet materials, defence and security files and an open registry. The Unit will be headed by a Senior Registry Officer.
- Procurement and Supplies Unit
There is need to create a Procurement and Supplies Unit to handle procurements, storage and supply of stores. The Unit will be headed by a Purchasing and Supplies Officer and will be supported by two Purchasing and Supplies Assistants will be based in the Provincial Audit Offices.
- Transport Unit
The Transport Unit will be responsible for the allocation and maintenance of motor vehicles for use by all the Directorates in the Office of the Auditor-General. The Unit will be headed by a Transport Officer.
- Classified Employees
The opening of five (5) new Provincial Audit Offices in addition to the four (4) existing Regional Offices and the increase in the proposed Directorates form five (5) to seven (7) will require the following support staff:-

(c) Finance Section The major function of this Section is to look after the finances of the Office of the Auditor-General so that all the programmes, especially the audit programmes, in all the Directorates, Sections and Units are accomplished. The Finance Section will be headed by a Chief Accountant whose responsibilities will include:-
- Maintenance of books of accounts;
Preparation of the financial reports and liaising with the Ministry of Finance and National Planning for the disbursement of funds;
- Preparations of annual budgets;
- Preparation of salaries for staff.
Accounts Unit The Accounts Unit will be responsible for the accounting functions in the Office and will comprise of sub-units to handle the Recurrent Departmental Charges and Capital Expenditures and Below-the-line accounts. The Unit, which will be headed by a Senior Accountant will comprise of two Accountants and twelve Assistant Accountants. Out of these, nine Assistant Accountants will be based in the nine Provincial Audit Offices.
Salaries Unit The Salaries Unit will be responsible for the processing and management of the office's payroll. The responsibilities will include computations of employees personal emoluments and allowances, introducing new entrants on the payroll, salary progressions etc. The Unit will be head by a Senior Accountant and will be assisted by one Accountant and two Assistant Accountants.
(d) Internal Audit Section The Internal Audit Section shall be responsible for monitoring and inspecting all financial and stores transactions in the Office of the Auditor-General and ensuring laid down procedures are followed. The Section shall be headed by a Principal Internal Auditor who will report to the Deputy Audit General, Corporate Services Division. He/She will be assisted by a Senior Internal Auditor and two internal Auditors.
(e) Public Relations Section The Office operations require frequent contact with stakeholders, clients and the public directly or through Parliament on various kinds of information, queries and clarifications. A link with the various institutions will be established through this section. The Section shall be staffed by a Public Relations Officer and shall report to the Deputy Auditor-General, Corporate Services Division. -
