Office of The Auditor General

The Acting Auditor General, Ms. Patricia Malaila, has released the Report of the Auditor General on the Accounts of the Republic for the financial year ended 31st December 2025, highlighting weaknesses in revenue collection, financial management, programme implementation and safeguarding of public assets across Ministries, Provinces and Spending Agencies.
Key findings include K3.56 billion in outstanding obligations at the Ministry of Health, K626.64 million in uncollected mining penalties, over K72 million in irregularities under the Farmer Input Support Programme (FISP), and 5,568 confiscated Mukula logs that could not be accounted for.
The report also raises concerns about payroll controls, incomplete land records, delays in distributing learning materials and the absence of an oxygen plant at Mbala General Hospital.
Despite these challenges, unresolved audit findings decreased from 33 in 2024 to 27 at the conclusion of the 2025 audit, reflecting continued engagement with Controlling Officers and recommendations to address identified weaknesses.
The Acting Auditor General has called on all Controlling Officers to urgently implement audit recommendations, strengthen internal controls, improve revenue collection, enhance procurement and payroll management, and safeguard public assets.
Timely corrective action, recovery of public funds where applicable, and greater accountability are essential to ensuring that public resources are managed efficiently, effectively and in accordance with the law for the benefit of all Zambians.
